At its regular session today, Toledo City Council will likely vote on Ordinance 124-18 which would approve the amended 2018 City of Toledo operating budget proposal. The ordinance includes expenditures of $255,207,450 and a transfer of $2,109,450 from the Capital Improvement Program (CIP) Fund to pay for general operations. The budget must be approved by Council by March 31. Council is also expected to vote on Ordinance 108-18 which would accept $49 million in loan funds from the Ohio Environmental Protection Agency and the Ohio Water Development Authority for the Harmful Algal Bloom (HAB) Ozone Treatment Improvements project. The ordinance would also appropriate $600,750 for loan administration fees and miscellaneous project costs. The new ozone treatment facilities will serve as Toledo’s long-term control measure for removal of HAB toxins in the water supply. Council will likely vote on Ordinances 113-18 and 114-18 which would approve Continental Development’s requests for zone changes from limited industrial to regional commercial at both 901 and 0 Front Street. Proposed uses at the sites include medical offices at both a new building and a renovated building, and a bike path. These projects are part of the larger Marina District redevelopment plan. Other legislation expected to be voted on include the following: • Ordinance 96-18 which would expand authorization to a Lot Transfer Committee for conveyance of vacant city-owned properties without competitive bidding and without separate ordinances. Transfers would be made to adjacent property owners, and businesses, non-profit organizations, and owner occupied residents located in proximity to the parcel. • Ordinance 103-18 which would approve the nomination of Ken Fallows for re-appointment to the Toledo City Plan Commission for a five year term. • Ordinance 109-18 which would appropriate $8,750,000 from the CIP Fund for the 2018 General Resurfacing Program. The funding is for projects that utilize only city capital funds for reconstructing or resurfacing primarily residential streets. • Ordinance 117-18 which would grant a special use permit to GTI, Ohio LLC for a medical marijuana dispensary at 3151-3157 West Sylvania Avenue. All Council meetings are held in Council Chambers on the first floor of One Government Center, located on Jackson Boulevard in downtown Toledo.
