At its regular meeting scheduled for 4:00 p.m. today, Toledo City Council is expected to vote on Ordinances 545-17 and 546-17 which would rezone and establish a Planned Unit Development at a 12-acre site located at Riverside Drive and Main Street in the Marina District. The ordinances would facilitate construction of a 360-unit apartment development and a 6,200 square foot restaurant project proposed by developer Continental Real Estate on property owned by ProMedica. The proposals were previously approved by the Toledo Plan Commission and Council’s Zoning and Planning Committee. Council is also expected to vote on Ordinance 530-17 which would approve $1,785,000 to support the Marina District development as part of an agreement between the City and Continental Real Estate. Funding would include $700,000 from the Capital Improvement Fund for road improvements, $320,000 from the Water Distribution Infrastructure Development Fund and $120,000 from the Sanitary Sewer Infrastructure Development Fund for water and sanitary updates, and $645,000 from the Storm Water Improvements Fund. In addition, Council will likely vote on Ordinance 500-17 which would authorize $20,000 to continue use of the Priority Based Budgeting online data tool developed by software vendor Resource Exploration. The ordinance authorizes a one-year contract with two renewal options. Implemented as a partnership between the City and the Toledo Regional Chamber of Commerce, Priority Based Budgeting is a process that aims to maximize the effective use of public resources through a methodology that links priorities with funding allocation decisions. Council is also likely to vote on the following legislation: • Ordinance 502-17 which would appropriate $68,421,457 for general fund expenditures for the first quarter of 2018. First quarter appropriations are necessary as passage of the 2018 budget is not required before March 31. • Ordinance 524-17 which would approve Mayor Paula Hicks-Hudson’s nomination of Stephen Serchuk for reappointment to the Board of Zoning Appeals, and Ordinance 525-17 which would approve the Mayor’s appointment of both Fred Lisk and Victor Ogundipe for appointment to the Utility Appeals Board. • Ordinance 533-17 which would give consent to the Ohio Department of Transportation for work involving installation of decorative dynamic lighting and a main cable dehumidification system on the Anthony Wayne Bridge. The project is scheduled to start May 2018 and end October 2019. ODOT is providing $11.4 million for the project, and private sources are providing $300,000 toward the lighting portion. All Council meetings are held in Council Chambers on the first floor of One Government Center, located on Jackson Boulevard in downtown Toledo.
