At its regular voting session at 4:00 p.m. today, Toledo City Council will likely refer to the Finance and Budget Oversight Committee ordinances that include Mayor Paula Hicks-Hudson's proposed operating budget for 2018 and capital budget for 2018 through 2022. Ordinance 503-17 includes total proposed operating budget expenditures of $258,218,000, and Ordinance 504-17 includes total proposed capital project appropriations of $18,719,757. Per state law, the City has until March 31, 2018 to pass a balanced operating budget. It is expected that changes will be made by both the Council and incoming Kapszukiewicz administration. Council is expected to give first reading to Ordinance 501-17 which would make $6,660,000 in various adjustments to the city’s 2017 operation budget, lowering total expenditures to $251,993,958, and Ordinance 502-17 which would appropriate $68,421,457 for general fund expenditures for the first quarter of 2018. First quarter appropriations are necessary as passage of the 2018 budget is not required before March 31. Also at the session, Council is expected to vote on the following legislation: • Ordinance 488-17 which would approve a collective bargaining agreement with AFSCME Local 7 for July 1, 2017 through June 30, 2020. The agreement would provide a 1 percent base pay increase in January 2018, another 1.5 percent increase in January 2019, and a 2.5 percent increase in January 2020. • Ordinance 496-17 which would allow the City to accept and spend $2.9 million in grant proceeds from the U.S. Department of Housing and Urban Development for lead-based paint hazard control in residential properties. Toledo’s Department of Neighborhoods recently applied for the funds which are for local government programs aimed at identifying and controlling lead-based hazards in privately-owned housing. • Ordinance 499-17 which would authorize a Tax Increment Financing (TIF) exemption for the Overland Industrial Park area currently owned by the Toledo-Lucas County Port Authority. The TIF agreement would be for 100 percent of the value for each improvement to the site for a period of 30 years. • Ordinance 500-17 which would authorize $20,000 to continue use of the Priority Based Budgeting online data tool developed by software vendor Resource Exploration. The ordinance authorizes a one-year contract with two renewal options. Implemented as a partnership between the City and the Toledo Regional Chamber of Commerce, Priority Based Budgeting is a process that aims to maximize the effective spending of public resources through a methodology that links city priorities with funding allocation decisions. • Ordinance 518-17 which would adopt the Toledo Warehouse District Plan as an amendment to the Toledo 20/20 Comprehensive Plan document. The plan was approved by the Toledo Plan Commission in October, and recommended for approval by Council’s Zoning and Planning Committee earlier this month. Ordinance 514-17, which would authorize $400,000 for an agreement with Palmer Energy and Luna Energy Partners for development of a plan for converting street lighting to LED technology, will likely be referred to the Water Quality, Streets and Infrastructure Committee. The firms will also provide an analysis of the potential benefit of implementing other smart technologies associated with lighting upgrades. All Council meetings are held in Council Chambers on the first floor of One Government Center, located on Jackson Boulevard in downtown Toledo.
