At its regular meeting scheduled for 4:00 p.m. today, Toledo City Council is expected to vote on Resolution 399-17 which would urge the U.S. Environmental Protection Agency to designate the waters of the Western Basin of Lake Erie as “impaired” under the U.S. Clean Water Act. In 2016, Council passed Resolution 247-16 recognizing that the Clean Water Act does not directly provide for the regulation of “non-point” sources of pollution such as agricultural runoff, and asking Congress to update the Clean Water Act to allow for regulatory controls over such entities. Other legislation likely to be voted on by Council include: Ordinance 428-17 which would authorize the re-appropriation of $3,950,000 in water bond proceeds to supplement construction related costs for the Raw Water Main Improvements Project for the Collins Park Water Treatment Facility. The project includes leak detection, external inspection, and rehabilitation of the raw water mains and associated structures and valves for conveying water to the facility. Resolution 430-17 expressing Council’s support for applications for funding under the Ohio Public Works Commission’s State Capital Improvement Program and Local Transportation Improvement Program. The resolution is procedurally necessary to submit the applications, which include the following capital projects: Resurfacing of Lagrange Street between Utica Street and Oakland Street. Resurfacing of Alexis Road between Jackman Road and the city limit line. Reconstruction of York Street between Front Street and the city limit line. Reconstruction of Central Avenue between Brigham Street and Buckeye Street. Reconstruction of Bennett Road between Laskey Road and Alexis Road. Reconstruction of Douglas Road between Alexis Road and Laskey Road. Fassett Street and Paine Avenue CSO regulator modifications. Sewer linings at various locations. Silver Creek Drainage Improvements Project. Council will likely give first-reading to Ordinance 433-17 authorizing a real estate purchase agreement with Nasby LLC for the sale of city-owned property at 607 Madison Avenue and 243 North Huron Street known as the Nasby Building, and Toledo Area Regional Transit Authority (TARTA) owned property at 611 and 617 Madison Avenue. Under the agreement, the TARTA property will be acquired by the city and sold with the other properties for $10.00. Nasby LLC will collectively redevelop the location as a mixed commercial, retail and residential site. All Council meetings are held in Council Chambers on the first floor of One Government Center, located on Jackson Boulevard in downtown Toledo.
