At its regular meeting at 4:00 p.m. Tuesday, August 22, 2017, Toledo City Council is expected to vote on Ordinance 349-17 which would authorize $2.3 million in water bond proceeds for the Basin 8 Flocculation/Sedimentation and Filter Addition Project at the Collins Park Water Treatment Facility. The ordinance supplements funding already authorized for the project, which addresses a deficiency that the Ohio EPA requires correction of by April 16, 2020. The funding would be reappropriated from a project for Basin 7 at the facility, which is more than $5 million under budget. Council will also likely vote on Ordinance 359-17 which would allow medical marijuana cultivators and processors in industrial zoning, testing laboratories in industrial and some commercial zoning, and retail dispensaries in only the regional commercial zoning category. In addition to mostly mimicking state spacing requirements, the ordinance establishes 1,000 feet of spacing between dispensaries, and also sets dispensary hours of operation at 8:00 a.m. to 8:00 p.m. All proposals will require a special use permit from City Council. The proposals, put forth by the Toledo Plan Commission staff, are in response to House Bill 523 becoming law in September 2016 which established the framework for Ohio’s Medical Marijuana Control Program. The program is required to be fully operational by September 8, 2018. Other legislation expected to be voted on by Council include: • Ordinance 313-17 which would authorize $2.5 million from the Street Construction Maintenance and Repair Fund for the resurfacing and repair of Bancroft Street between Auburn Avenue and Parkside Boulevard. • Ordinance 347-17 which would authorize $65,000 for a contract agreement with SAFEbuilt for plans examiner functions within the Division of Building Inspection. The Division currently has vacant Plan Examiner positions, and SAFEbuilt’s services will be utilized while replacement options are evaluated. Ordinance 348-17, which would authorize the conveyance of city-owned properties to the Ohio Department of Transportation for the widening and improvement of portions of I-75, will likely be given first reading. The properties include numerous locations along I-75 between the Maumee River and the I-75/I-475 split that will be used for sound walls, access easements, and various infrastructure. All Council meetings are held in Council Chambers on the first floor of One Government Center, located on Jackson Boulevard in downtown Toledo.
