At its regular meeting at 4:00 p.m. Tuesday, July 25, 2017, Toledo City Council is expected to vote on several ordinances related to funding for water infrastructure upgrades. Ordinance 296-17 would authorize $2.2 million in water bond proceeds for construction of a 36-inch water main at Collins Park Avenue and York Street adjacent to the Collins Park Water Treatment Facility. According to the City, the project will provide greater capacity for serving future customers. Council will also likely vote on three ordinances that would reallocate water bond funding for projects. Ordinance 292-17 would reallocate $750,000 to supplement funding for upgrades to the Supervisory Control and Data Acquisition System at the Collins Park plant, Ordinance 293-17 would reallocate $622,321 for upgrades to the Low Service Pump Station in Jerusalem Township, and Ordinance 294-17 would reallocate $232,967 for electrical upgrades at the Collins Park plant. Other legislation expected to be voted on by Council include: • Ordinance 289-17 which would authorize $1.6 million from the Capital Improvement Program Fund for the 2017 Streets, Bridges, and Harbor Matches and Planning Program. The funding will match $2.3 million in anticipated grants from the Ohio Department of Transportation and the Ohio Public Works Commission. • Ordinance 297-16 which would authorize $2 million from the Capital Improvement Program Fund for the 2017 General Resurfacing Program. Projects include residential streets in each of the six city council districts. • Two zoning and planning code text amendments. Ordinance 304-17 would allow for administrative review of an exception request for home modifications for persons with disabilities. Ordinance 305-17 would allow residential developments within CD Downtown Commercial zoning to provide fewer number of off-street parking spaces than required through an Alternative Access Parking Plan. Two ordinances regarding registration and licensing of the trades will likely be held for a yet to be scheduled joint hearing of Council’s Urban Revitalization & Small Business Enterprise Committee and Regional Growth & Development Committee. Ordinance 287-17 would make technical changes and double penalties for violations in sections of municipal code regulating mechanical trades. Ordinance 288-17 would amend sections regulating home improvement and remodeling contractors by expanding the sections to non-mechanical construction and demolition activities. The ordinance creates the Steel Erectors Board of Control and the Carpentry, Concrete, & General Contractors Board of Control for regulating trades in those fields. It also establishes a number of licensing requirements and doubles penalties for violations. All Council meetings are held in Council Chambers on the first floor of One Government Center, located on Jackson Boulevard in downtown Toledo.
