During their meeting Tuesday, June 27th at 4:00 pm, Toledo City Council is expected to vote on Ordinance 242-17 which would waive density requirements for a multi-unit residential development at the former Commerce Paper Company building located at 15, 25, 31 and 39 South Ontario Street. Plans for the eight-story structure include converting the former warehouse into 75 loft-style apartment units, which would exceed the allowed density of 55 units for this property under existing zoning. Other legislation that could be voted on by Council include: • Ordinance 245-17 which would appropriate $250,000 in order to begin the 2017 police class in July. This would be earlier than originally scheduled as the class was not intended to start until August under the city’s 2017 operating budget approved in March. • Ordinance 265-17 granting a special use permit to New Jersey-based Pinnacle Treatment Centers for a recovery services facility at 115 South Reynolds Road. The permit application was recommended for approval by the Toledo Plan Commission on June 8, and was approved by Council’s Zoning and Planning Committee on June 14. Council will likely give first reading to Ordinance 255-17 which would amend municipal code to clarify that the insurance requirements now in existence for pedicabs for hire apply to all low-speed vehicles for hire, such as golf carts and ATVs. The requirements state that a vehicle operator and owner must be insured for at least $1,000,000 for death or bodily injury caused as the result of an accident. In addition, Council is expected to give first reading to a series of ordinances levying special assessments for various public service expenses which include: • Ordinance 247-17 which would levy $17,079,222 for sprinkling, sweeping, cleaning and removing snow on municipal streets, alleys and public ways. • Ordinance 248-17 which would levy $3,617,428 for street lighting expenses outside the Downtown District. • Ordinance 249-17 which would levy $250,724 for street lighting expenses within the Downtown District. • Ordinance 250-17 which would levy $4,043,473 for controlling the blight and disease of shade trees within public rights-of-way as well as planting, maintaining, trimming and removing such trees. • Ordinance 251-17 which would levy $666,295 for surface preservation treatment on municipal streets and public ways. • Ordinance 252-17 which would authorize assessments for cutting and destroying noxious weeds on vacant properties. The properties receiving weed services are assessed individually. The assessments included in these ordinances are for 2016. They are levied the year following to account for actual expenses.
