At its regular meeting at 4:00 p.m. today, Toledo City Council will likely vote on Ordinance 237-17 which would authorize entering into one-year agreements for collection of delinquent income taxes, unpaid water and sewer bills, and general damages with George Gusses, Co. L.P.A.; Porz & Porz; Scheer, Green & Burke Co., L.P.A.; the Law Offices of Robert A. Schuerger II; and the Law Offices of Timothy M. Sullivan. The firms would be compensated based on the amounts collected at commission rates ranging from 10 to 20 percent. The City has utilized outside firms to assist in its collection efforts in the past. It currently has $17.6 million in unpaid income taxes and $16.4 million in unpaid water and sewer bills. Other legislation that could be voted on by Council include: • Ordinance 231-17 which would impose several requirements on the City’s central depository bank aimed at supporting lending and financing opportunities for residential and commercial development in Toledo neighborhoods. The ordinance would also require the bank to disclose certain information to the City. • Resolution 232-17 which would express Council’s support for Ohio House Bill 123. If enacted, the bill would amend the Ohio Mortgage Loan Act and limit the annual interest rate short-term lenders can charge to 28 percent. The bill also aims to ensure monthly payments for the loans that do not exceed five percent of a borrower’s gross monthly income. • Ordinance 234-17 which would allow the City to accept an additional loan of $229,930 from the Ohio Water Development Authority for the Anthony Wayne Trail Gateway Sewer Separation Project. A previously passed ordinance allowed the acceptance of a $650,000 loan from the agency for the project, however, the cost is now expected to be $879,930, which according to the City makes the additional loan amount necessary. All Council meetings are held in Council Chambers on the first floor of One Government Center, located on Jackson Boulevard in downtown Toledo.
