At today’s Toledo City Council meeting at 4:00 p.m. Mayor Paula Hicks-Hudson will present a proclamation recognizing April 30 through May 6 as National Small Business Week. Jeff Gibbs, President of Began Enterprises Inc., which operates local Potbelly Sandwich Shop restaurants, will join Chamber staff to receive the proclamation. Also at the meeting, City Council is expected to vote on Ordinance 191-17 which would establish that no new short-term lender in Toledo shall be located within 2,000 feet of another short-term lender or on the same lot or in the same building. It would also establish that there shall be no more than one short-term lender within Toledo for every 30,000 residents. The ordinance classifies payday loan businesses, and lenders that require personal property as collateral or a vehicle title, as a short-term lender. Due to the current number of existing establishments, no new short-term lender businesses would presently be permitted in Toledo. In addition, Council is expected to vote on the following legislation: • Ordinance 172-17 which would approve the appointment of Julia Bryant to the seat previously held by Olivia Holden on the Toledo Plan Commission. The term would expire in April 2021. • Ordinance 174-17 which would appoint Councilman Kurt Young as Chair of the Public Safety & Criminal Justice Reform Committee, and to seats on the Finance & Budget Oversight, Regional Growth & Development; Water Quality, Streets & Infrastructure; and Zoning and Planning Committees. The seats were previously held by Theresa Gabriel, who Mr. Young was selected to replace last week by vote of Council. • Ordinance 186-17 which would establish an agreement with the City of Oregon and Clean Energy Future, LLC for water for a natural gas-fired power plant and for emergency interconnection with the City of Toledo. Clean Energy Future will pay the costs of the infrastructure to make the connections. The agreement will be for 40 years, and the annual revenue to Toledo from the agreement is estimated at $1,500,000. Ordinances that would increase salaries for Toledo Mayor and Council Members will likely be referred to the City Council Advancement & Accountability Committee. Ordinance 175-17 would increase the Mayor salary from $122,400 to $136,000. Ordinance 176-17 would increase the City Council salary from $27,500 to $39,500, and Ordinance 177-17 is an alternative that would instead increase the Council salary to $31,500. The increases would be effective January 2018, however would not apply to district council members as the city charter prevents Council salaries from being changed during their time in office. These proposals are recommended by the Salary Review & Recommendation Commission, a seven-member panel convened in accordance with the city charter that includes individuals representing the Toledo Regional Chamber of Commerce, Greater Northwest Ohio AFL-CIO, NAACP, Lucas County Democratic Party, and Lucas County Republican Party. Two at-large city residents also serve on the Commission. All Council meetings are held in Council Chambers on the first floor of One Government Center, located on Jackson Boulevard in downtown Toledo.
