At its regular meeting scheduled for 4:00 p.m. today, Toledo City Council could vote on Ordinance 455-16 which is Mayor Paula Hicks-Hudson's 2017 operating budget proposal, and Ordinance 40-17 which is the Mayor’s Capital Improvement Program (CIP) budget for 2017 through 2021. The operating budget totals $257,602,700, representing $3,793,628 more than what is budgeted for 2016. The CIP budget totals $13,457,662 for capital projects yet to receive appropriations, and includes $4,000,000 for residential road paving. Amendments could be introduced and voted on for both ordinances. Council members are being encouraged to delay voting on the budget until the initial results from the priority based budgeting initiative are received. Per state law, the budget has until March 31 to be approved. Also at the meeting, Council is expected to vote on the following legislation: • Ordinance 483-16 which would establish a pilot program allowing golf carts and low speed vehicles in the Old West End and Point Place. The program would run from April 1, 2017 through December 31, 2017. The ordinance also includes criteria for inspection, restrictions on usage, and penalties for violations. An amendment will likely be voted on to also include the downtown area and extend the pilot to December 31, 2018, among other changes. • Ordinance 92-17 which would make amendments to city code related to pedicabs to allow for use of low speed vehicles. This companion ordinance is necessary for the pilot program that would be established by Ordinance 483-16. • Resolution 94-17 which would formally urge the Ohio General Assembly to remove language in House Bill 49, Governor John Kasich’s proposed biennial operating budget, that would centralize collection of the municipal income tax on business net profits. The resolution would also establish the City’s opposition to a provision in the bill that would eliminate the “throwback” portion of the Business Allocation Formula sales factor. Council will likely give first reading to the following legislation: • Ordinance 98-17 which would authorize $6,544,000 from the CIP fund for the 2017 Matches and Planning Program. The amount would be used for match funds for state and federal grants and loans for the following road projects: o Reconstruction of Bancroft Street between Secor Road and Parkside Boulevard o Reconstruction of the Anthony Wayne Trail between I-75 and Erie Street o Reconstruction of the Anthony Wayne Trail between Collingwood Boulevard and Emerald Avenue o Reclamation of Eastgate Road between Glendale Avenue and Heatherdowns Boulevard o Resurfacing of Glendale Avenue between the Anthony Wayne Trail and Broadway Street o Resurfacing of Ottawa River Road between 290th Street and 124th Street o Resurfacing of Canton Street between Cherry Street and Jackson Boulevard o Resurfacing of Central Avenue between Upton Avenue and Cherry Street o Resurfacing of Alexis Road between Telegraph Road and I-75 o Resurfacing of Central Avenue between Corey Road and Manchester Boulevard o Resurfacing of Sylvania Avenue between Talmadge Road and Secor Road • Ordinance 99-17 which would authorize $150,000 from the CIP for the 2017 Crack Sealing Program. This amount is included in the Mayor’s proposed 2017 CIP budget as part of funding for residential street repairs.
