At its regular meeting scheduled for 4:00 p.m. today, Toledo City Council is expected to vote on Ordinance 66-17 which would appropriate $5,000,000 for construction management and project inspection services for the Downtown Storage Basin Project. This project is mandated by the consent decree between the City and the U.S. EPA as part of the Toledo Waterways Initiative to reduce combined sewer overflows to the Maumee River. Also at the meeting, Council is expected to vote on the following legislation: • Resolution 74-17 which would direct the Toledo Plan Commission to study the standards in municipal code for prohibiting certain signs and develop a text amendment proposal. This ordinance is in response to the absence of detailed criteria in the code regarding the types of signage that are permitted in the City. Suggested changes include prohibiting signs that are abandoned, structurally unsafe, displayed on vehicles or trailers with the primary purpose of serving as a sign, in the public right of way, using particular “attention-getting” devices, permanently attached to accessory and condemned structures, and imitating official traffic or government signs and signals. Suggestions also include regulations for signs that currently conform to the city signage code but would no longer should changes be approved. • Ordinance 79-17 which would authorize the sale of 1.7 acres of city-owned property at Triad Business Park in Monclova Township to Investment Prospects LLC. The site will be used to develop an 8,000 to 15,000 square foot flex/light industrial building and will be sold at $26,470 per acre. The property is located within the Maumee-Monclova-Toledo Joint Economic Development Zone. • Ordinance 80-17 which would permit use of a two-tier bidding process to allow for pre-qualification of contractors prior to the competitive bidding process for the Basins 7 and 8 Flocculation/Sedimentation/Filter Addition Project at the Collins Park Water Treatment Facility. The Ohio EPA is requiring the project be complete by April 16, 2020. All Council meetings are held in Council Chambers on the first floor of One Government Center, located on Jackson Boulevard in downtown Toledo.
