At its regular meeting scheduled for 4:00 p.m. today, Toledo City Council is expected to vote on Ordinance 63-17 which would authorize the City to apply for, enter into agreements, and accept up to a $10,344,865 loan from the Ohio EPA, and up to a $1,230,000 grant and $1,230,000 loan from the Ohio Public Works Commission, for the Swan Creek North Sewer Separation Project. It also appropriates $140,000 for application fees and other miscellaneous project costs. Also at the meeting, Council is expected to vote on the following legislation: • Resolution 51-17 which would declare the intent to designate The Overmyer Company Building at 15, 25, 31 and 39 South Ontario Street as a historic landmark, and refer the matter to the Toledo Plan Commission and the Toledo City Historic District for their review. On February 9 at 2:00 p.m. the Plan Commission will review a zone change proposal to facilitate converting the site into loft-style apartments. • Ordinance 64-17 which would allow the City to accept $800,000 from the Ohio Department of Transportation through the TMACOG Transportation Improvement Program for the Bancroft Street Reconstruction Project. The funding requires a $200,000 match from the City for the project, which includes upgrades to an undersized storm sewer that services nearby neighborhoods. Council will likely give first reading to Ordinance 66-17 which would appropriate $5,000,000 for construction management and project inspection services for the Downtown Storage Basin Project. This project is mandated by the consent decree between the City and the U.S. EPA as part of the Toledo Waterways Initiative to reduce combined sewer overflows to the Maumee River. Council’s Neighborhoods, Community Development and Health Committee will hold a meeting at 2:00 p.m. to review Ordinance 37-17 which would include “gender identity” as a protected class under Toledo employment and real estate discrimination law. The ordinance also prohibits use of sexual orientation and gender identity change therapy by mental health providers within the City. The ordinance could be added to the agenda and voted on at the regular meeting following. Council’s Committee of the Whole will hold a meeting on February 15 at 2:00 p.m. to review Ordinance 455-16 which is Mayor Paula Hicks-Hudson's 2017 operating budget proposal, and Ordinance 40-17 which is the Mayor’s Capital Improvement Program (CIP) budget for 2017 through 2021. The operating budget totals $257,602,700, representing $3,793,628 more than what is budgeted for 2016. The CIP budget totals $13,457,662 for capital projects yet to receive appropriations, and includes $4,000,000 for residential road paving. All Council meetings are held in Council Chambers on the first floor of One Government Center, located on Jackson Boulevard in downtown Toledo.
