At its regular meeting scheduled for 4:00 p.m. today, Toledo City Council is expected to vote on Resolution 31-17 which would demonstrate the City’s support for the ongoing study by the Toledo Metropolitan Area Council of Governments (TMACOG) of a regional bulk water supply system. This resolution is based on template language developed by TMACOG’s ad hoc Regional Water Committee. The deadline for area jurisdictions to pass a resolution in support of the study is tomorrow. Other legislation expected to be voted on include: • Ordinance 8-17 which would create a seven member “Salary Review and Recommendation Commission” to review salaries for the Toledo Mayor and members of City Council. The Commission will ultimately make recommendations for Council to act upon by April 1, 2017. Organizations designating a representative to serve on the Commission include the Toledo Regional Chamber of Commerce, Greater Northwest Ohio AFL-CIO, NAACP, Lucas County Democratic Party, and Lucas County Republican Party. Two at-large city residents will also serve on the Commission. • Ordinance 20-17 authorizing a contract with Pure Technologies for a leak detection assessment of the raw water mains between the Low Service Pump Station and the Collins Park Water Treatment Plant. Costs for the project are estimated at $360,000. Funding was previously authorized by Council’s passage of Ordinance 475-16 in December. • Ordinance 21-17 approving a cooperative agreement between the City and the Ohio Department of Transportation for resurfacing work on Central Avenue between Corey Road and Manchester Boulevard. For the project, the City estimates it will spend $1,100,000 in Tax Increment Financing proceeds from properties in the vicinity of Westfield Mall and Westgate Shopping Center. • Ordinance 23-17 which would authorize $126,000 from the general fund for inspections, monitoring, maintenance, environmental reporting and other activities for the gas collection and control system at the Hoffman Road Landfill. These activities are required by state and federal regulations. Council will likely give first reading to Ordinance 22-17 which would authorize an amended five-year agreement with Allstar Disposal and Recycling, LLC for waste generated in Toledo and disposed at the Hoffman Road Landfill. The new contract would increase the authorized waste tonnage from 1,000 to 4,000 tons per year and would increase annual revenue to the City from $30,000 to $120,000 per year. All Council meetings are held in Council Chambers on the first floor of One Government Center, located on Jackson Boulevard in downtown Toledo.
