At its regular meeting scheduled for 4:00 p.m. today, Toledo City Council is expected to refer Ordinance 455-16, Mayor Paula Hicks-Hudson's 2017 operating budget proposal, to its Finance and Budget Oversight Committee. The budget proposal totals $257,602,700, which is $3,793,628 more than what is budgeted for 2016, and includes transferring $11,500,000 from the Capital Improvement Program (CIP) Fund to pay for general operating expenses. Also, Council is expected to give first reading to Ordinance 454-16, which would make temporary appropriations to cover city expenses for the first quarter of 2017. The temporary appropriations are necessary until a permanent budget can be passed, which must occur on or before March 31, 2017. Ordinance 439-16 will likely be referred to the Toledo Plan Commission for its recommendation. The ordinance would establish that no new short term lender in Toledo shall be located within 2,000 feet of another short term lender or on the same lot or building, and that there should be no more than one short term lender located within Toledo for every 30,000 residents in the city. The ordinance classifies payday loan businesses and lenders as those that require personal property as collateral or involve a vehicle title. City Council will likely vote on the following legislation: • Ordinance 449-16 which would authorize a development agreement to transfer the Museum Place Housing Project from the City to the Toledo Museum of Art via the Lucas County Land Reutilization Corporation, also known as the Land Bank. This transfer aims to preserve building structures, keep the gateway to the Old West End under local management, and protect the overall quality of the neighborhood. • Ordinance 462-16 which would authorize an expenditure of $200,000 from the CIP Fund for the purchase of traffic signs and signals. Allocation of funding for these expenses was included in the 2016 CIP budget. • Ordinance 480-16 which would amend a cooperative grant agreement to accept $1,940,000 from the Ohio Department of Transportation for the Anthony Wayne Trail Gateway Project. • A number of ordinances that would fund improvements at the Collins Park Water Treatment Plant and other locations using $74,400,000 in proceeds from water bonds, including: o Ordinance 468-16 which would authorize $6,000,000 for engineering services and other expenditures for the Harmful Algal Bloom Treatment Facilities Project. o Ordinance 474-16 which would authorize $2,700,000 for design, construction and other services for the Raw Water Intake Improvements Project. o Ordinance 475-16 which would authorize $2,300,000 for leak detection, construction and other services for the Raw Water Main Improvements Project. o Ordinance 479-16 which would authorize $13,000,000 for the design and construction of water mains for the 2016-2017 Water Main Program.
