At its regular meeting scheduled for 4:00 p.m. today, Toledo City Council will likely vote on the following legislation: • Ordinance 345-16 which would authorize the creation of an outdoor refreshment area under Ohio House Bill 47, which went into effect in April 2015. The new district would be located downtown and be bounded by Lafayette Street southward, Adams Street northward, Erie Street westward, and Summit Street eastward. If approved, this would be the second such area in Toledo. In accordance with Ohio law, Toledo is permitted to have two outdoor refreshment areas, the maximum allowable. • Ordinance 352-16 which would authorize the City to purchase for $1.00 the eight acre property of the former Ohio Department of Transportation Garage at 1600 South Detroit Avenue. Acquisition of the property will facilitate the expansion of the nearby Schneider Field athletic grounds. • Resolutions 361-16 and 362-16 which would begin proceedings to acquire via eminent domain one acre at 116 South Erie Street from owner TLC Properties, Inc., and roughly half an acre at 46 and 48 Vance Street from Vance Street Holdings, LLC. According to the City, the property is necessary to proceed with the Anthony Wayne Trail Gateway Improvement Project, which includes reconstruction and realignment of the roadway from I-75 to Erie Street. • Ordinance 363-16 which would authorize $235,000 from the Sanitary Sewer Replacement Fund for the second year of the Toledo Waterways Initiative engineering oversight professional services agreement with Mannik & Smith Group, Inc. City Council will likely give first reading to the following ordinances regarding services for the Department of Finance’s and Department of Public Utilities’ respective SAP billing systems: • Ordinance 364-16 which would authorize $403,000 from the Utility Administrative Services Fund for a one year contract renewal with Utegration, Inc. for post-production support. • Ordinance 365-16 which would authorize $215,000 from the General Fund for a twelve month contract extension with Phoenix Business Consulting for application support services. • Ordinance 366-16 which would authorize $1,254,616 from the General Fund and Utility Administrative Services Fund for a three year contract with IBM Corp. for hosting and application services.
